The AirPort Express (AX) does not have any default WAN IP address. The default LAN IP address is 10.0.1.1. The default configuration password is public. You can not configure the AX via a web browser you need to use the Apple AirPort Admin Utility or AirPort Setup Assistant.

The 10.0.1.x range works just fine. There's no particular reason for it to be 192.168.1.1 unless you happen to like that number better.
